Planning processes led by Cobalt Group are inclusive and use perspective gathering, issue/opportunity identification, policy research and design, and robust project management services to define strategic tactics and goals.

Typically, a Cobalt-led plan is rarely called a plan. In fact, they are often Program Designs, Key Strategies for Growth and Sustainability, Foundation-sponsored Capital and Program-Related Investments (PRI), Community Reinvestment Plans, Facility Scenarios, Infrastructure Investment Proposals, Community Scenario Planning, among others.
